RPD releases body camera footage of woman pepper sprayed in presence of 3 year old

Rochester’s Police Accountability Board says it is “disturbed” by body camera video it says shows Rochester Police pepper-spraying a woman late last month.

Board members announced Friday they watched the body camera footage, purportedly recorded on Portland Avenue on Feb. 22, Thursday evening. They say that video shows an officer attempting to arrest a woman suspected of shoplifting.

Friday morning, Rochester Police released redacted body camera footage from the incident and shared their side of the story.


Rochester Police say officers responded to the 500 block of Portland Avenue on Feb. 22 for the report of a shoplifter that was arguing with employees and refused to leave.

At the scene, police say officers approached a woman who they say matched the description of the reported individual in the initial call. They say a "struggle" ensued during the interaction, and that the woman was pepper-sprayed and later arrested.

They acknowledge the presence of the child, but add the child was not hurt or pepper-sprayed.

Police say the woman was issued an appearance ticket, and that an officer involved has been placed on administrative duty pending an investigation.

"In the interest of complete transparency, the Rochester Police Department planned to release all of the video from this incident as soon as the process of redacting the video and making all necessary notifies was complete," Capt. Mark Mura said in an email to media Friday.
